Office of Financial Sanctions Implementation (OFSI) – UK Launches Myanmar Sanctions Regime

Context

The United Kingdom has launched what it is referring to as the Myanmar Sanctions Regime.

Key points to note

  • The Myanmar (Sanctions) Regulations 2021 ensure UK sanctions relating to Myanmar are implemented effectively. The Regulations replace and revoke the Burma (Sanctions) (EU Exit) Regulations 2019.
  • The Regulations are made under the Sanctions and Anti-Money Laundering Act 2018 (the Sanctions Act) and provide for the freezing of funds and economic resources of certain persons, entities or bodies involved in, amongst other things:
    • undermining democracy or the rule of law;
    • the repression of the civilian population;
    • serious human rights violation or abuse;
    • any other action, policy or activity which threatens the peace, stability or security of Myanmar.
  • On 29th April 2021 the Foreign, Commonwealth and Development Office updated the UK Sanctions List on GOV.UK. This list provides details of those designated under regulations made under the Sanctions Act.
  • 23 individuals on the consolidated list have been amended and remain subject to an asset freeze.
